By an Act of the A.P. State Legislature, the University originally named Andhra Pradesh Open University—was established on August 26, 1982 (APOU Act 1982). The Andhra Pradesh government subsequently changed the university’s name to Dr. B.R. Ambedkar Open University on October 26, 1991. With the founding of this university— the first of its type in India— the Andhra Pradesh government began an era of affirmative action, offering opportunities for higher education to all societal segments in response to the shifting demands of the individual and the community. The University Grants Commission in New Delhi has recognised the university, accrediting all its programmes.

Through several study centres, the University offers its students a wide range of services. Currently, they have more than 210 study centres dispersed over Andhra Pradesh and Telangana, with about 14+ centres for female students and 20 regional coordination centres. Even in central jails like Cherlapally, Rajahmundry, Warangal, Visakhapatnam, Nellore, and Kadapa, the university has set up study units.
